For example, if an drug addict who wishes they’d never started, tells others never to do drugs.

Your example is more like advising form experience. The addict seems to understand that what he has done isn’t a good thing.

An example of being a hypocrite would be if the addict was totally stoned and smoking a joint while he is telling you not to smoke.
