I think they do it everywhere. Call the hospital and ask them.

If the child has health issues that appear to be related to the mothers drug abuse, they would certainly test. If mom is just a pot smoker there would be nothing to worry about, harder drugs might be a problem. Ironically the harder stuff leaves your system much quicker so odds of finding it are smaller.
