My dad is very deep into drugs and would like to know what i can do about it.

you cant involuntary commit someone (even for 24 observation) UNLESS they are threatening harm/kill to them self or someone else

You can only if they are threating to harm themselves or others its called the 51/50 rule. Although it may only apply to Mental Health centers.
